It's easier to see when someone else is punting, & despite wanting to embark on a certain project just keeps making delay excuses. I do the same, but it's painful to acknowledge. Why do we do it? B/c it maintains the illusion I will someday do it. That guarantees disappointment, making any future commitment even more difficult. It turns into a cycle of desire - confusion - excuses - delay - set new deadline. In the interim I make spiradic half-hearted efforts in the hypothetical future project, again guaranteed to be abandoned before they fail. If there's no feeling of joy & adventure in the 'commitment' then it feels counterfeit.

I've no idea what's missing. Over-thinking it must be part of the problem. Make the commitment, but with an expiry date, gives you the opportunity to try your best, work each day, & having an endpoint if no progress is made.

I think the working each day towards it may be key. So although I may not be writing, I could be researching or reading for inspiration in service of the project. Fighting inertia by moving!
